I don't have an option to IMPORT playlists.

Thanks for the question. The option to import playlists should be located in File > Library > Import Playlists:

Import
Choose File > Library > Import Playlists to import playlists and other data files into iTunes.

Matt- You are correct - that is what I SHOULD see. When I go to File> Library I only see : Turn on home sharing and Get Album Artwork. 😕

What version of iTunes are you using? (current is 11.1.5)
I'm having the same issue, essentially.
I have my old Itunes Library & Itunes Library.xml files, but I just had to reinstall windows and itunes decided not to work. I just want to import my old itunes library into a new install so that I can grab my old playlists. All of the information I have found so far says to use File > Library > Import Playlist
But like the OP, I only have the option to Turn on home sharing & Get album artwork
I just downloaded the most recent iTunes onto another hard drive, and that's what it is giving me.
Some help would be awesome.
Nevermind.
I downloaded version 11.0, enabled the menu bar, and that let me import playlists
Still didn't work, but at least the option was there.
itunes *****, apple *****, I'm happy to switch to something else. Way too much frustration with itunes over the years.
