Missing iCloud Keychain Option in Safari

In Safari, the "Allow AutoFill even for websites that request passwords not be saved" option is missing for me. I've tried logging out of iCloud and logging back in, disabling iCloud Keychain and enabling it again, setting a password for any conceivable corner of Mac OS X, (screen saver, login, etc.) and fiddling with any possible security option in OS X (requiring password when logging in and coming back from sleeping/screensaver, etc.) and nothing seems to make that option show up.

I was hoping the new Safari 7.0.3 would fix this, but no dice. I noticed this issue in Safari 7.0.2 as well.

Does anyone has any idea what is going on? How can the option be missing when I have all the security options enabled? Any help would be appreciated!
