Itunes showing podcasts as greyed out when they are on phone

ITUNES IS DRIVING ME NUTS

Specifically, iTunes sync to the podcast app in iOS 7.1

It's constantly showing me greyed out podcasts that don't seem to

exist, but when I look in Settings/Usage/Data there is space used by

those podcasts, and there's no relationship between what iTunes shows

me is on the phone and what it seems to see.

I have iTunes syncing my subscriptions between home and work but I

attempted to disable all of this on the iPhone (because it won't fit).

What I want is for the iPhone to just take what it's supposed to take

(three least recent podcasts, plus playlist). No wifi, no cell. Just as it used to do with the music app.

If, and only if, I enable wifi/cell for podcasts, it shows me

podcasts. And it shows them *immediately*, it doesn't spend time

downloading. Why does it need cell data to show me podcasts that I've

synced to the device? I don't want to suck up my limited bandwidth on

podcasts.

Sync Subscriptions: Off

Refres Podcasts: Manually

Audo-Downloads: Off

Episodes to Keep All (should I change this to All Unplayed?)

iPhone 4S, iOS 7.1
