I have lost my Passcode for the restrictions on my phone this not allowing me to access that area.
It's my understanding that the only way to remedy this is by resetting the phone if no backup exists in a computer?

Whether a backup exists or not is irrelevant since the restriction settings are part of the backup. You will need to put the phone into recovery mode and restore it as a new device.
DO NOT restore your backup. If you do, the restrictions will be placed back on the phone again and you'll be right back where you started.
The only way to fix a "Lost Passcode" for "Restrictions" is to reset the phone?
