I have a question: if I have an iPhone 4S 16Gb with broken front panel (screen is still working) may I replace it for a new iPhone like 5S or 5C in Berlin?
Of course I need to pay a difference, but is it possible? And if yes, how much is it?

Not through Apple's out-of-warranty exchange program, no. They'll replace your iPhone only with an identical model. Some Apple Stores in some countries offer a trade-in program - I don't know if that applies in Germany - but you're unlikely to get much if anything for an iPhone with a broken screen.
