Why can't I decide payment method for iTunes purchases?

I have gift card credit, but wish to use my credit card for an upcoming purchase.... does Apple allow me, the consumer, to decide on the payment method? I've read that Apple automatically first accessing giftcard credit, which is fine as default behavior UNLESS I decide otherwise. Do I have this control?
