Back up completed on old phone with ios7.1 however new phone is running iOS 7.0.4 & i am unable to restore any data on to new phone?

Update your new iPhone to iOS 7.1 and you will be able to use the backup from the old iPhone.
Go through the new iPhone setup without restoring, then use Settings > General > Software Update to move to iOS 7.1, next, reset the new iPhone with Settings > General > Reset > Erase All Content and Settings, finally, go through Setup again and this time use the old iPhone backup to restore.
