Q: Query

My iphone 4-32 GB before was connecting by ITune and Personal hotspot but since I have updated new version iOS 7.1 my iphone is not connecting to loptop via cable and personal hostpot, when trying to make hotspot message appear ( Set Up Personal Hotspot to enable personal hotspot on this account. contact carrier) I checked Carrier but cant make it. can you please advise??
