Can I receive new text on my iPhone and iPad at the same time? I want to sync iMessage....

Tap Settings > Messages
Switch iMessage on.

You can only receive messages on both devices that are sent through iMessages. If a person sends you a regular SMS or MMS message, it will only show up on the phone.
Both devices have to be linked to the same iCloud account, and both devices have to be set to receive at the same address (email or phone number) for iMessages to show up on both devices.
