Completely locking an iPhone, even for pics and emergency calls

I lock my phone, turn it off and put it up high, but my 3-year-old still finds it and has figured out how to take pictures. How do I set the phone so you also have to enter a passcode to take a picture or make an emergency call?

Look in the Restrictions code settings to see if that is included. Or just put it up higher where your 3 yo can't reach it.

It's illegal in most countries (including the US) to lock out the ability to make emergency calls.
