I couldn't arrange the icons on screen . The Lowest row of the screen should be able to add more than 4 icons and I can add only 4 icons

You can have have 4 Icons in any row, no more.
On an iPhone that has not been jailbroken, you can only have 4 icons across. Ones that you have seen with more have probably been jailbroken.
No . I mean the below quick assess row. The others iPhone 5s can add more than 4 icons .not jailbreak :( .
No, you cannot, unless you are just referring to apps that are in the multi-tasking list. The groupings of icons on the screen cannot exceed 4 across.,
