do I need to pay for icloud to use itunes match

I paid the 40 dollars for more storage on iCloud to upload my music, but was unable to. Then I found iTunes match and that is working, but it didn't put any music in my icloud. Can I cancel all that storage on iCloud and get my 40 dollars back?
