I had a device on the find my iPhone app and it was accidentally deleted. I think it has been stolen and need to track it, Can I re-ad a device to find my iPhone if I don't have it? Anyone know of a way?

There is no way to track a device that does not have the tracking app. If it has been stolen, report to the police.
The app itself has nothing to do with the Find My iPhone service.
Log in to icloud.com with your Apple ID and password. Click on the Find My iPhone option. Does this iPhone show up in the list of devices?
If not, there is nothing you can do to track it. If so, you may be able to see its last location/current location.
