Touch ID not allowing me to create fingerprints.

When I press "Use touch ID for:" and select either "iPhone Unlock" or "iTunes & App Store", it immediately says "Failed. Sorry, the operation was not successful. Please go back and try again." It also will not allow me to add a fingerprint. Also there is no dirt on my hands or phone.
