Windows 8.1 No Longer Allows "Import Pictures & Videos"

Before restoring an iPhone or iPad, I used to have people back-up to iTunes, AND (if using a PC) to use the MS Camera & Scanner Wizard to "Import Pictures & Videos." This option was ususally presented in an AutoRun dialouge box. After the 8.1 update this no longer happens, and when using Explorer, and right-clicking the iPhone, the option is gone. Besides ditching the PC's involved, any ideas?

This is no longer presented as an option in Auto Run. I have the iCloud control panel installed and have for some time. The Camera & Scanner Wizard actually used to import the media and store it in c:\[User]\Pictures\[YYYY - MM - DD]

This was important for customers using an iPhone but supporting it with a PC.
