It looks like you are getting this graphical issue after using the Smart Cover. I recommend starting by resetting your device:
To reset, press and hold both the Sleep/Wake and Home buttons for at least 10 seconds, until you see the Apple logo.

If it persists, I would next backup your device to iTunes with this article:

And restore it with this article to delete the previous installation of iOS 7 and install a fresh copy with the following article to determine if this is a software issue:
