Accessing certain website error.

Hello, I am in need of help. Currently, I am trying to access websites (such as ROBLOX,DeviantArt, etc.) and I have failed, I have a proxy error and I have tryed to fix my proxy issue, nothing worked, but I know that I messed with my Parental Controls, and I am an admin, so I cannot view my own Parental Controls, anyways, it would be best if I could have some help,
