can't copy my contacts from yahoo to icloud

I copied Yahoo contacts from my HP laptop to new iPhone 5s. But now can't copy to iCloud. Been in chats with Verizon 3 times and they can't figure out the problem. We were able to copy to Verizon Cloud though

iPhone 5s, iOS 7.1
