When I go to Privacy-->Microphones to enable the microphone, no applications are listed. I've tried deleting and redownloading them, turning off/on the iPad, doing a hard reboot. No applications still... Advice?

According to this article Skype should ask for permission the first time you place a call.
When I dial in Skype and press send, Skype tells me to change my privacy settings to enable the microphone. When I go to Privacy--> Microphone, the screen says "Applications that have requested to access the microphone will appear here." Neither Skype nor Google Hangouts are listed. How do I get these applications to show up in my list?
Are you in a country that forbids FaceTime ? Also try downloading the YouTube app, it will ask to use the mic. I'm curious to see if the problem is with the iPad, the app, or the country.
I'm in the U.S. I'm having the same problem with other apps like Google Hangouts.

No apps are listed.
Needless to say something is wrong here. Delete Skype and give your iPad a reset. Press and hold both the home and power buttons 10-15 seconds till the Apple logo appears. Release both buttons. Wait 15-20 seconds till your iPad starts on it's own. Reinstall Skype. Check privacy> mic to see if it's been listed.
I tried erasing skype, rebooting, and downloading skype again. but skype still doesn't show up as requesting access to my ipad microphone.
any other ideas?
Two. Download YouTube, when it downloads it should ask you for access to mic. Tap yes then see if it appears in privacy> mic. Next go to settings> general> restrictions, scroll way down to microphone and see if it's restricted.

Also thought I'd tell you something else peculiar that might help out. I just went through all the sub folders under Privacy. This includes things like Location, Contacts, Calendars, Reminders, Photos, Bluetooth Sharing, and the Microphone. The only folder that has apps listed is the Photo folder. However, I cannot change the settings. They're on... but they're faded out and I can't switch them off. It is like they're frozen.
Alright, now to try YouTube
ah ha! the microphone was restricted. i tried making another call to see if skype would pop up in the microphone folder but it didn't. i might try reinstalling it. i'll let you know how it goes but i think this will do the trick!

You're welcome. It was a pleasure working with you. I knew there ways a second way to get to the mic but just couldn't remember how. I even tried restrictions earlier but didn't scroll down far enough. Now you can call you mom on Skype then reward yourself with some YouTube videos.
