I was putting my iPad into recovery mode and my charger stopped working and it died, i am pretty sure the iPad has no software and is dead and won't turn on! what do i do!?

You specifically say that your "charger" stopped working. Get a different charger and connect it to the iPad. Let it charge for at least an hour before attempting to restore the iPad.
