I used to back up to Elements. Now I learn that Elements is not present. When I enter Time Machine I am told that it sin't present. Where did these go? How can I get them back?

OK and what version of Elements do you use, did it work prior to upgrading from 10.5.7 to 10.9.2?
I've been in 10.9.2 for several months, and am not sure which version of Elements I was using. I am pretty sure it was working fine after I upgraded to 10.9.2. Time Machine has also lost all old data. On changing from Elements (not there) to Backup, it started all over from scratch. No old backups.
I can't find Elements either with Finder or Spotlight

Your version of Elements may be a PPC based app, if that is correct then it is not supported. It hasn't been supported by since OS X 10.7 was released several years ago now. I suspect either the app was not installed or was a PPC based version, if it's a PPC based version you need to upgrade it to the most current release of Elements which is a Intel based app.
