Why can iPhones and iPads not communicate with each other using Bluetooth?

We have a self-help group working with a range of iPads and iPhones. All are within close proximity, Bluetooth is searching, all are discoverable, but none appear on each other's screen. All appear as devices on a Windows 7 notebook.

Why will they not appear on other IOS7 devices?

iPad, iOS 7.1

iPads, iPod touches and iPhones are not designed to sync data with each other. They sync with iTunes on computers.
