How to reset security questions

I put 15 dollars in my account but i got a new device now so they are making me put in my answers for security questions(just when passwords arent enough proof) so i forgot it, now i go on the appstore everyday seeing that $15 lay there with no purpose. I tried to edit it but for some reason i cant even edit my own account without security questions which i find really ironic , please help

You need to ask Apple to reset your security questions; ways of contacting them include phoning AppleCare and asking for the Account Security team, clicking here and picking a method for your country, and filling out and submitting this form.

They wouldn't be security questions if they could be bypassed without Apple verifying your identity.
