Why do I only have 121 GB instead of 128GB?

For some reason, When I go to disk utility and look at my Total Capacity, It tells me 121.33 GB. I thought I had 128 GB? User uploaded file

Notice at the bottom where it says that my Total Capacity is 121.33 GB instead of being 128 GB.

MacBook Air, OS X Mavericks (10.9.2)

"Understanding storage capacity in Solid State Drives and Flash Storage

Storage capacity displayed in Disk Utility by for Solid State Drives and Flash Storage will show a slightly smaller size. For example, a 256 GB Solid State Drive (SSD) should have a total of approximately 250 GB."
