please help i want to add all my photos from past devices to my new one. how do i view photos to select which ones i want putting on my phone

You don't view them. The backups are only useful to restore a device and only one backup can be used for the restore (i.e., they can't be merged).
If you want to move photos from several devices to your new iPhone you can use an App like Photo Transfer or copy all the photos to a cloud service like Dropbox or to your computer's photo database.
i have 4 different devices on my icloud backup. How do i get all photos from them onto my new device??
