I can't set up my voice mail. I went through all the prompts but when people call and I don't answer, it tells them the number is unavailable. Suggestions?

I have not been able to set up my voice mail. I went through all the commands but when someone calls it does not go to voice mail, it only says "that number is unavailable. Goodbye". Any suggestions?

iPhone 5c, iOS 7.1

Contact your carrier to insure voicemail is properly provisioned on your account. Voicemail is a carrier feature, not a phone feature.
