It has never been an issue before, just like it has never been an issue that you can download the complete version of Quicken 2006 PPC from their website for free (ostensibly, today, for purposes of updating Quicken 2004 and prior data files to Quicken 2007 format for use in Quicken 2007 for Lion).
On an analogous note, Adobe offeres a free download of CS2 on its website, and apparently having afterthoughts, later added a disclaimer that it is only available for prior purchasers of CS2 (and now a required log-in).
I downloaded it before the disclaimer was added and continue to use it as needed. Why a substantial number of owners of CS2 would need to download it again is beyond me!
Hopefully your inquiries will not induce Intuit to add a similar disclaimer!

On a related note, when Steve Jobs rejoined Apple in the mid-90's, Inuit announced that they were going to stop upgrading Quicken for Mac users.
Steve Jobs invited Bill Campbell, then the CEO of Intuit, a board member of Apple and a former senior executive of Apple to come in and see the then "secret" iMac project prototype.
Not missing an opportunity, Campbell agreed to upgrade Quicken to Quicken '98, if Apple agreed to purchase it and bundle it with every iMac sold! He was not a CEO for nothing...
