My current iphone 4 is getting slow and the home button does not work but i want a ipad but i can only get one, if I get the ipad it will be the air 32gb and the iphone is the 5s 32gb. i am stuck because I want both, thanks.

If you need a phone, then you need an iPhone. The iPad is not a phone, and can place "calls" only via one of the Voice-over-IP services such as Skype.

Since the iPad cannot make cellular calls or receive SMS messages, your decision lies on wether or not you can keep using the Phone as is.
If you can, get the iPad, if not get the iPhone.
The phone works but is very slow and the speakers do not work.

Again, the iPad cannot be used as a cell phone. If you need a functional cellphone the iPad is not a good choice.
Alternatively, you could get the iPad, and a cheap whatever brand phone instead so you can keep getting calls and sms messages.
