How do I get my ringtones back from my 4s to my 5s?

If you don't have them in the Tones part of your computer's iTunes library then connect your 4s to your computer's iTunes and do File > Devices > Transfer Purchases to copy them over and you can then sync them to your 5s - ringtones are a one-time only download from the store, so you won't be able to redownload them on your 5s
