Hotspot is only available if you're plan allows it. You will need to call you're carrier if you want mobile hotspot.

We wouldn't know that. The message is indicating that with your current data plan, you apparently cannot set up a hotspot. We can't help you. You need to contact the carrier with whom the data plan on your device is set up.
