can't buy any thing from my itunes store

for the past 2 months i couldn't buy a single app from my itunes store for my ipod touch 4th gen here when i try to buy an app it says that your payment is declined!!!!! i have been buyin apps for the past one year with my card and suddenly this happens plss help me with this any body!!!! i have tried every thing i even chatted with the apple support number of times but none of these seem to be working here!!! so suggest me the best available option right now!!!!!
