You've got the right Safari version now, but I see now that there appears to be a system file from Mountain Lion there. (copied report text is much easier to read than screenshots).
Is it possible that Safari for Mountain Lion was installed in error at some point ?.
What seems to have happened, is that reinstalling has not overwritten the 'newer' Safari.framework which when used, is looking for Accounts.framework which doesn't exist in Lion.
Erase/install/migrate should resolve this, and would be the 'safer' option, since other system files may have been removed/altered. However, there is a download link for Safari 6.1.3 Lion, which Apple don't publish, except in the 'update catalog' which AppStore consults to see what's available.
This installer makes no checks as to suitability, so could damage a system that it isn't meant for. However, I'd expect it to replace the problem file.

Another option that has worked in previous Safari versions is below : I don't have Lion to double- check with at the moment.
triple-click the line below to select it, then choose Services - Reveal from the Services menu, or by ctrl-clicking & picking Services...
/System/Library/StagedFrameworks/Safari/WebKit.framework/Versions/A/Resources/Info.plist
or use Finder to locate & select that file manually
you should be able to save some clicks via Finder - Go - Go to folder & pasting in
/System/Library/StagedFrameworks/Safari/WebKit.framework/Versions/A/Resources
Either way, a Finder window should open, with Info.plist selected - drag it to the trash, providing an admin name/pass when required.
Open the App Store & click on Updates - now click Reload Page from the Store menu (Command R) (you may need an Admin name/pass... Safari should appear in the list after a short delay while 'checking for updates'.
If the Safari install completes - do not 'put back' the file you trashed, it will have been replaced.
I tried using the install package you suggested and it did not work. I trashed the resource folders you suggested and reinstalled and it still did not work. I went to the app store it displays no app updated available
Ctrl-click & 'put back' the plist you trashed, then get a Safari crash report & paste the text here.
although I don't think it likely that we can 'work round' this

Regardless, if you've run the 6.1.3 installer, then seemingly that refused to overwrite a later file too, so you'd have to either remove it before running the installer again & hope that installer doesn't use it. Or, use Pacifist to 'force' the update.
