Bluetooth will not turn off on Mac Pro. Why?

I have an early 2008 Mac Pro that I recently upgraded with a SSD and is running 10.9.2

I am unable to turn my Bluetooth off. I also have not been able to connect it to my other Bluetooth devices. When I go to system prefrences it shows the 2 devices I'm trying to connect to but in the area next to the text that says Device it just shows a spinning dashed circle.

It also says << do not localie >... Name not available.

I don't know why I am unable to turn bluetooth off. I click on turn blue tooth off from the mnu bar and that does not work and I have also tried to turn bluetooth off from the system prefrence area and that also doesn't work.

Suggestions? Thanks!

Mac Pro, Mac OS X (10.6.8), 2 x 3 GHz Quad-Core Intel Xeon
