Lost all contacts on my Iphone 4s IOS7. What to do please.

Have you tried plugging your device into iTunes on your computer and doing a restore from back up, that is if the device was backed up once before then this should work. You can head over to icloud.com and signing in using your Apple ID to view if you have saved contacts to icloud before, then you can just back up from icloud.
