What do you mean "Turn off the webcam"?
If it is turned on, the green light will light up on the right side of the camera.
If it is not turned on, the green light will not be lit up, let alone visible.
If it is turned on, you have to quit any apps that use it to shut it off.

The camera turns on automatically when an application requests it, and turns off when no longer needed. Quit all applications that might use the camera, such as FaceTime, Skype, and Photo Booth. Does it turn off?
if you want to 'disable' the webcam, then the only practical option short of physically removing it is to put a piece of tape over the camera
if you do this, leave enough room so you can still see the green light if it is ever to turn on
Thank you - this seems the most practical solution - putting a piece of tape over it - I really don't want anyone watching what I am doing - if the government can do it - then I suppose anyone can! Thanks again for taking the time to answer!

No, it's a ridiculous solution. How do you know there isn't some kind of spyware installed on the computer that could be sending other information about you to anyone? Do you intend to remove and replace a piece of tape every time you want to use the camera (which won't work anyway)?
