Watch ESPN with just Internet/On Demand

I'm thinking about downgrading my XFinity service to just Internet/On Demand only and was wondering if I bought an Apple TV could I still use the Watch ESPN app or would I actually need a digital cable package? It's unclear because Comast and ESPN says that all you need is an internet connection and a settop box and I would have both of those if I have On Demand.
