Old MacBook Files --> External Hard Drive --> New MacBook Air

I just got a new MacBook Air and I'm trying to transfer all of my files from an external hard drive. This external hard drive is where I saved all of the files (via Time Machine) from my previous MacBook. Essentially trying to move all of my files onto my new laptop.

Can someone provide instructions for dummies? (-;
