HI I was wonderiong if maybe you can help me with a situation.
I've been meaning to downgrade my iphone 4 tfrom IOS 7 to IOS 6 but lets say I would like to obtain IOS 7 again is that possible?

There is no method to downgrade.
I'm sorry, but Apple does not provide a downgrade path for iOS. Because downgrading is unsupported by Apple we cannot discuss it on these forums.

It will stay at the version it has.
If you restore your iPhone it will have the same iOS version that it had prior to the restore. The iOS stays the same.
