I just purchased an Iphone 5S. I tried to connect Bluetooth to my mini ipad cellular. It keeps saying on both that searching but nothing discoverable. Any help would be appreciated.

What are you trying to do with the connected devices? The iPhone offers very limited options for connecting to a computer (tethering or personal hotspot is about it) and that is the only one that I can think of that it might support for an iPad. I just want to send photos from my mini Ipad to the Iphone 5S. Upgraded mini Ipad to OS7.0. It does not even come up as discoverable just keeps searching.

It doesn't support sending photos between the 2 devices via bluetooth. You can do it via Wi-Fi using Photostream http://support.apple.com/kb/HT4486
Another option (again using Wi-Fi) is a 3rd party app such as PhotoSync http://www.photosync-app.com
It is not discoverable because the iPad doesn't have any supported profile (see the link in my previous post for the supported profiles).

That can't be done without a specific app. You could also use PhotoStream...
