Q: My son's ipad has been disabled, so i'm trying to activate it on my laptop. Only problem is that it has never been synced before, and my laptop can not find the device. Why is this, and how can I resolve this problem so that it is working again.?

Do you have the latest version of iTunes installed on your Laptop?

You can get it from here:

    itunes.apple.com

What type of laptop is it?  Mac or PC? What OS?

Have you tried a different USB port?  Is your laptop set to turn off ports to conserve power?  It may be taking too long to extract and the iPad turns off the USB port.  Make sure this is not happening.

If it Appears in itunes after you plug it in, but disspaears during restore that could be the issue.
