I have more contacts on my phone then I do in my address book. Why aren't they syncing in iCloud?

I have more contacts on my phone then I do in my address book. Why aren't they syncing with icloud? Every time I add a new contact, it just stays in my phone and doesn't get added to my other devices. What am I not doing to make this happen? Please help.
