how to select new motion 5 project settings

From the Preset pop-up in the Project browser, select custom at the bottom of the list. This will allow you to manually enter custom settings and change the default frame rate. You can also go into the preferences for Motion and there is a Preset tab. You can use this to create any custom preset you want.

Try setting up your project parameters from the project Browser instead of project settings.
