I sounds like you may have the Accessibility features Voice Over and Screen Curtain enabled. Try pressing the home button three times quickly to disable these features. If that doesn't work, you can also manage the accessibility features via iTunes. Take a look at the article below for more information.

Managing accessibility features using iTunes
- Connect your iPhone, iPad, or iPod touch to any computer with iTunes installed.
- In iTunes, select your device.
- From the Summary pane, click Configure Universal Access in the Options section at the bottom.
- Select the feature you would like to use and click OK.
