    "Burn" is writing TO a DVD.

    FROM a DVD to the hard drive is "ripping" it.

    There are apps that will do it, some legal and some not.

    Roxio Toast is legal - payware.

    Apps that aren't - are usually free and illegal, and can't be recommended here.
