Only the original carrier can authorize unlocking. If the provider has refused to do this, you can not get it unlocked.

Globe and Smart are the only 2 Philippines carriers listed.  Neither support unlocking.

Well if the carrier it is locked to will not unlock it, then you are out of luck.

The carrier is the only one that can authroize an iPhone unlock.

Anything else is a hack of the iPhone and may lead to serious problems.
