a charge and perhaps boot the computer again. Once batteries go flat or
empty of power, they can be damaged; especially old marginal ones...
So, you may need to get a replacement battery, check the power adapter,
and then check the DC-in Board (System Profiler, power) to see if the
PowerBook G4 is getting any power once you can get it to start up again.
The information there should include battery life, charge cycles, reserves
and if there is a limit to what one may expect. A full-charge on a worn out
battery may say "100%" while it may only retain under 80% capacity.

You may have found (or will find?) the PRAM battery on the logic board is
without power, too; so it would need to be replaced; as this may affect
booting a PPC portable or desktop model with such a battery once dead.

Troubleshooting may require you to have known-good working spare parts
on-hand such as power adapter, battery. Another Mac with FireWire cable
could let you get into the HDD and get an archive copy your files saved to
another device or drive; by use of FireWire Target Disk Mode:

If you have two Mac computers with FireWire or Thunderbolt ports, you can con-nect them so that one of them appears as an external hard disk on the other.
