First off, make sure your installer disk looks like what this tip says:

https://discussions.apple.com/docs/DOC-2831

You may need to upgrade to Mac OS 9.1, or 9.2.1, or 9.2.2 before getting the firmware to install.

Links for those are here:

http://ftp.iinet.net.au/pub/apple/US/Macintosh/System/Mac_OS_9.1_Update/

Mac_OS_9.2.1_Update

Mac_OS_9.2.2_Update

And they must be installed in that order.

iBook_FWUpdate_4.1.7.smi.bin is the good link for downloading the firmware update.

Your machine is too old to handle the newer 802.11g networks wirelessly. Your best bet is to get a WiFi ethernet bridge with 802.11g connectivity so it supports WPA2 encryption. WEP and WPA encryption which were the only ones available to 802.11b, which is the only built-in card supported by your machine, are already compromised standards as far as encryption.

You do not want to configure your modem that way. As I just finished saying WEP or WPA are too insecure, and might as well be the same as not putting any password on.

Something like this would have to dongle off the ethernet port with an ethernet cable to give you access to the wireless network in your home or anywhere else that you want a secure network:
