Usage of storage capacity in iPhone 4S

I am using iPhone 4s 64 GB phone with IOS version 7.0.6. In the storage it shows 53.8 GB used but when I add up the size of all the application installed in the device the total data is less than 15 GB.

Dont know where the remaining 38 GB storage capacity is being used and how to clear and recover the data.

Also out of total 64 GB capacity, it shows 53.8 GB used, 3.3 GB free.

Shall we preseume the balance 6.9 GB is used for IOS.

I have noticed it only now and not sure whether this was an issue since beginning.

This happened ot me.

I had backed up the phone (using my laptop to cloud) right after I bought the 5s 64 in September. then in February it told me I didn't have room for the software update. It said huge numbers of gigs were being used for messages which was weird, plus photos, etc.

We hooked to the laptop and saw it still had my iPhone 4 was still saved and plus the 5S and that was taking up most of the gigs.

I deleted the saved 4 and it is fine since.

On the phone though, previous reply is correct, look at settings, I think it's usage, and it will tell you how much space the aps, photos, videos and MUSIC are taking up.

delete of move to a back up.
