No, the 4G does not have enough memory. IOS 7 needs 512 MB but the 4G onl has 256 MB.
If an previous app version was compatible with iOS 6/iPod then you can likely download that.

Are you following the instructions? You first have to purchase on computer and then redownoad on iPod
