If you haven't got an iCloud account set up can you set one up from a mac or PC and trace the iPhone that way?

No, you must use the account that the phone was registered to the find my phone service.
One person can not trace another persons device. That would be an invasion of privacy.
Hi there no iCloud account as been set up on that device just find my phone icon installed with update of 7.0
Then it is not enabled and therte is no way to find it. Sorry.
